I have an issue with it being named Monarch but not having an effect when tribute summoned.

Anything more than just that gripe? Like, issues with its design as a whole for playability and whatever else (including the last effect if that were the case?). Then again, Tenmataitei doesn't have an on-NS effect either, but he's still a member though (even if English name doesn't necessarily say that).

But yeah, I get this is for new Blue-Eyes decks but you could've named it something else besides Monarch, or really give it other stats that don't make it an actual Monarch. Also not a fan of this locking off SSing from the hand; this + Spirit Dragon is essentially a lock for the opponent. Sure, maybe stuff like Yosenju, Monarchs or whatever doesn't SS from hand much might not care too much, but it still screws up a ton of Decks [see Pendulums and stuff]. Early game, this locks the opponent out; later, they can still Pendulum from the Deck.

 

Because you also made this a Monarch for whatever reason, it too benefits from whatever SR01 support they got; including being SSable by Aither/Ehther. This alone also gives Monarchs another reason to screw over most Decks, especially if you can get this out quickly via Edea/Eidos (well, the latter anyway).

 

Change the effect so it's not a floodgate for the opponent and also its name because I really don't see a reason for this to be a Monarch.
