2 Level 4 WATER monsters
Once per turn: You can detach 1 Xyz Material from this card; Special Summon 1 Rank 3 or lower WATER Xyz Monster from your Extra Deck. This card cannot attack for the rest of this turn.

 

Because this card got so much better with Treatoad, and is more accessible than it. I mean, you can get assistance for Summoning it from Norden, Tin Goldfish and even Aqua Spirit in decks that already main Level4 WATERs; Mermail/Atlanteans are a no-brainer, but, for instance, there is HEROes too with Bubbleman.

What is that? the casual Dinomists can access both this and Cyber Dragon Infinity? cool.

I don't think Treatoad is good enough to justify splashing this in decks that can only make it situationally (you mentioned Heroes) unless you have loads of Extra Deck space. It's great in Mermail/Altanean, but I don't know of any other good WATER-based deck than makes Rank 4s easily.

Sharks may not be good, but they are fun as all hell :x

For HEROes, I suppose it is mostly a matter of running some Instant Fusions so if you have a Bubbleman in the grave you play it and have the option of going for this; I actually watched a build in youtube that even ran Tin Goldfish, which also served for Special Summoning Shadow Mist. And a deck with access to both this and Dark Law should get scary.

But it's true that this and Treatoad are demanding of Extra Deck space. Even while Treatoad can spin itself, it should be advisable to have at least 2 copies as backup, and for having the option of recovering a WATER monster for you to use.

Might you be able to narrow down that Extra Deck? Wouldn't having two Treatoads mean giving up a a card that is typically used in a HERO Deck? Or are their Extra Decks smaller than I thought?

Not an expert on HEROes myself, but other than slots for Masked HEROes such as Dark Law, Anki and Acid, plus some HERO Fusions for Miracle Fusion techs, they don't need too much Extra Deck space, which is usually filled with Rank4s for toolboxing. For instance, the builds I watched effectively had 2 Treatoads and Norden, so it seems they can afford them just fine.

And yes; this card was amusing with Creature Swap and Acid Golem of Destruction.
