Target 1 Level 2 or higher monster you control; the targeted monsters Level becomes 1, then, until the End-Phase this turn: increase this cards ATK equal to this cards original Level - 1 times 300.

 

Edit if theirs any ocg edits that help fix the Level reduction = ATK boost effect of this card that would help.

Not really seeing a potential use for this card, other than to maybe avoid stuff like Gravity Bind or anything Level-related (if those even matter now with Xyz around) and guess give high Level Decks a heavy power-up for the turn. The Level 1 thing is kind of awkward, so for the most part, it's basically a temporary stat pump that reduces the monster's Level permanently, which is what I see this card's general use being.

 

I don't know; I guess you could use this with Dystopia in Level 1 spam decks, then make it a valid target for something like Baby Tiragon for OTK purposes, but that isn't really the greatest thing in the world.
