Core of Ice Barrier

lv 1 WATER

Aqua/Tuner/Effect

When this card is Normal or Special Summoned: you can Special Summon 1 "Ice Barrier" monster from your graveyard with its effects negated and its ATK becomes 0. You can send 1 "Ice Barrier" monster from your deck to the graveyard; this cards level becomes equal to the level of the monster sent to the graveyard by this effect until the End-Phase this turn. You can only activate this effect of "Core of Ice Barrier" once per turn.

ATK/0 DEF/0

Shivaliance, Supreme King of Ice Barrier

lv 10 WATER

Warrior/Synchro/Effect

1 Tuner Monster + 1 WATER Synchro Monster(s)

Increase this cards ATK and DEF by 100 for each of your banished "Ice Barrier" monsters. Once per turn, during either players turn: when your opponent activates a Spell or Trap Card, you can negate that cards until the End-Phase that turn. When an opponents monster attacks, you can banish 3 "Ice Barrier" monsters from your graveyard; negate that attack. When this card leaves the field, you can Special Summon 1 "Ice Barrier" Synchro Monster except "Shivaliance, Supreme King of Ice Barrier" that either from your graveyard or was banished to your side of the field.

ATK/3200 DEF/2500

First off, where are you summoning the monster from Core's effect? You need to specify the location (hand, Deck, Graveyard, currently banished, ED?) Though, I will need to mention that Core's 1st effect can SS another copy of itself, given lack of a restriction (or really, it lacks a hard OPT to begin with). Granted, Ice Barriers are still slow nowadays, so I suppose you could get away with it. Though, this card does have the capacity to enable high Level/Rank plays in Ice Barriers, considering both effects can be triggered on its summon turn. Suppose this addresses some of their speed problems, but yeah.

Not really sure how often Barriers are even going to use this, nor make it efficiently. Right now, only options you really have is Gungnir + Defender/Geomancer, and to be fair, I'd rather just keep Gungnir out. Attack negation effect is too costly, and only serves as a minor power bonus for this card. Ice Barriers need the Graveyard to benefit from Gantala and Prior. If it were 1 Ice Barrier monster, then maybe; 3 isn't working for them. Temporary Spell/Trap negation is fine, but against Pendulums and other Continuous stuff, it's only a small fix. Last effect will not amount to much, if anything; recall that they only have 3 valid targets that can even be summoned. I guess you can retrieve them after they're banish/negate fodder, but that's it. In a nutshell, card isn't doing anything useful for Barriers, and I personally wouldn't run this card as-is.

Core is worth a look at, but you need to specify where you're summoning from. Shivaliance isn't going anywhere for the Deck, and even for stuff like Crystrons/other general WATER Synchro decks, they have better things to make than a card that only temporarily negates S/T cards.
