Choose 3 Pendulum Monsters with different Pendulum Scales from your Deck, your opponent randomly chooses 1 for you to add to your hand, and shuffle the rest back into your Deck. You cannot Special Summon monsters the turn you activate this card, except by Pendulum Summoning. You can only activate 1 "Harmonographic Whim" per turn.

So kind of a Domain of the True Monarchs for Pendulum monsters? It's a rather odd card. Decks like Qli, Performa-, and Pendulum Magician just to name a few, could see use with it. Especially considering the only Special Summoning restriction is Pendulum Summoning. Though, it does have a strict "once per turn" clause to try to keep it in check. I like how you can use it in relatively any Pendulum Deck, so long as there's more than two Scales. Though, I'm still kind of split on whether it's fair or not.

Domain's the one that makes the Mega Monarchs 1-Tributers. One you're looking for is Pantheism (aka one of the cards that made Monarchs a pain to deal with).

 

Anyway, it's basically Pantheism for Pendulums, but outside of stuff like PPals, I don't really see it being used much. I guess stuff like 'specters could try if they run the Magician engine or Eccentrick/Ariadne, but yeah. Basically, another searcher for Magicians, albeit one that isn't as annoying as Call. Part of me is skeptical about giving Pendulums their own Pantheism, given the amount of support they can look forward to, but at the same time, only a handful of Decks can really use this effectively.

One thing to note...  That compared to Pantheism this actually doesn't make your opponent "choose" between extra copies of the same cards: rather it subjects your opponent into choosing randomly between 3 completely different cards. Therefore, it's results are a lot harder to manipulate. So I did consider some of the defining flaws of Pantheism's design.

 

One could argue that if your opponent randomly picked a searching Pendulum monster or Scale like Skullcrobat/ Qliphort Scout/ Majespecter Raccoon... It could opt out the random nature of the design which could be unfair which is why I gave an additional restriction to only Pendulum Summoning for that turn. (Yes, it is somewhat lenient, but better than nothing).

Yeah, that's true (cards actually have to be different Scales, as opposed to you getting multiples). Like I mentioned though, only a handful of Pendulum Decks can really use this card (after writing that, I remembered D/D's technically do have a wide variety of Scales). But overall, card should be fine, given the limitations. 

 

For now, all known Pendulums have the same Scales in both zones, but how would this work if a card had different Pendulum Scales (i.e. Scale 1 on left and Scale 8 on right, for example)?

Now that is one thing I haven't wholly considered because I don't think Konami introduced the idea openly yet, especially in the anime or manga, (correct me if I am wrong). If that was the case... I would definitely have to rethink the design a little. Perhaps word it so that it says something along the lines of different scales, but on the same side (left or right Pendulum scale) to still keep the random nature of the card. But, until they introduce different scales on the same card... I will probably keep the design the same without worrying about it.

Yeah, the concept of two different Scales hasn't been introduced yet for either the anime/manga, so you should be okay for now.
