Way to Strong! This Card would give Easy +1 or +2 if used in Decks like Burning Abyss or Dark World. Change the Effect to: Banish One Card from your Hand, then Your Opponent discards 2 Cards from his Hand to the Graveyard ( He can select the Cards ). Doing Stuff with your Opponents Hand is always pretty Strong because thats there most of his Good Cards come From!

Based on the name, it sounds like a Spell Card. But please clarify what kind of card it is - sometimes whether a card is a Spell or Trap can mean a huge difference in strength.

Much like its counterpart, Mystical Space Typhoon, it's a quick play.

As for your question on the power level, it's basically killing the opponent's hand while allowing you to plus off discards in certain Decks (I must note that Dark Worlds aren't great nowadays; BAs are partially neutered with the recent hits, but yeah, they do trigger a lot when hitting the Graveyard). Yeah, you are hitting random stuff and the off-chance you encounter the above in mirrors / backfires on you exists, but hand destruction is a power effect.

Consider why hand advantage is such a big thing in Yugioh. Due to the lack of restriction on what you can play or how much you can play, with exception to what's written in card effects, there's a large lack of draw power that isn't an immediate draw-2-in-exchange-for-1. As hand advantage is very difficult to replenish, hand destruction is also a really devastating effect.

 

While this card would work out to be a 2-for-2, the nature of its effect can have greater implications, mainly due to the fact that you have control over what you're giving up, but the opponent does not. The fact that it's random discard makes it near-impossible to play around, too. Quick-Play speed also means that you get to disrupt your opponent at nearly any point in the turn. That, and it can be slammed down as early as turn 1, shortly after you've extensively set up your board, pitching out that last card you probably won't need since your opponent will now have 4 cards rather than 6 to try and break your setup.

Yeah, this is too strong. There is a reason Time Seal, Trap Dustshoot and other hand removal (or card draw delayers as it is the case of Time Seal) cards are still banned. The hand is one of the safest places to keep your cards in, and it's better for it to remain that way.
