Trying to think of a Deck that would want this, but guess this would help in making higher Level Synchros or something without having to actually summon this card or do something else. Xyz Decks might enjoy this for Rank-Up targets or something they can't normally access without doing some roundabout things. Going into the Dimensional Dragons (at least for Clear Wing and I think Odd-Eyes anyway), suppose you can force the opponent to become Level 5+ if they aren't already, then trigger this to make them negation bait.

 

In a way, this does have neat applications, but just not any specific ones at the moment; least coming to mind.

Reminds me of the monster Noisy Gnat, as that monster increased Level by one as well. The only differences effect-wise is that you had to send Noisy Gnat to do it, but with this card, you reveal it, so you can keep using it. While that may seem plain, since it can activate if any monster is Summoned (including your opponent's), you could activate this on your opponent's turn and interrupt their Xyz or maybe even Synchro plays. Sure, you could increase the Level/Rank of your monsters monsters, but the scenarios are few, and it'd really see more use in interrupting opponent's plays.
