It is a better Monster Reborn.

Opponent's monsters aren't usually as desirable as reviving your own anyways.

It doesn't target so it escapes D.D. Crow and similar counters.

Its banishing cost is rather cheap considering all decks are bound to have at least 1 or 2 monsters in the Graveyard they don't plan on bringing back or using in any way at some point in the duel.

It sounds like an excellent addition to strategies that like manipulating the Graveyard similarly to how TeleDAD did for DARK monsters so they can always fill in for their Armed Dragons or any other Dark counterpart monsters teched in from the Phantom Darkness set era... mostly Nephtys or Zerato.

 

 

I actually had a similar idea in a notebook but mine worked in a slightly more narrow way. Maybe hearing it out you might or might not like the idea.

I basically did this but instead the cost was banishing up to 3 monsters, as long as the revived monster's Type, Attribute, and Level were all accounted for, it could be 1 banish that had all traits, or 1 with two traits and 1 with 1 of these. Though it is hard to word properly, especially if you don't target the monster to be revived..... I guess it'd be something along these lines:

Banish up to 3 monsters from your Graveyard; Special Summon 1 monster from your Graveyard whose Type, Attribute, and Level, were banished this way.

 

^just throwing it out as an idea in case part of it might catch your interest.
