If you control a face up DARK Dragon Synchro Monster, you can Special Summon this card from your hand. If this card was Special Summoned from your GY, you can Special Summon 1 "Resonator" Tuner Monster from your Deck or GY to your side of the field. You can only activate each effect of "Revive Resonator" once per turn.

So Revive Resonator helps RDA decks with their synchro plays as this can be Special Summoned if you control a RDA and if revived by a Red Rising Dragon it allows you to bring a Resonator from your deck or grave to the field to further extend on synchro plays where these effects are limited by hard OPT clauses but still helps to make RDA decks a lot faster in terms of synchro summoning.

Special this from the GY, have it Special Red Resonator for +3k LP heal, and then make Red Nova or Calamity.

The self Special Summon is a different take on Creation Resonator's, for mostly the same purpose. It also has a different and more consistent Level so it works just fine.
