Thomas★Zero
Element Change Quick Play Spell Card Target 1 "HERO" Fusion Monster you control; return it to the Extra Deck, then Special Summon 1 Level 8 or lower "Elemental HERO" Fusion Monster from your Extra Deck with a different Attribute from that monster. (This Special Summon is treated as a Fusion Summon.) You can only activate 1 "Element Change" per turn So this acts as a Form Change for E-HERO Fusions but also to balance it I made it state that the fusion Monster not state specific Fusion Materials which I am referring to is any Fusion Monster that list a certain monsters name e.g. Flame Wingman having E-HERO Avian and E-HERO Burstrinatrix as its required materials can't be summoned off this as this card states specific materials and E-HERO Nova Master needing a HERO and FIRE Monster can be summoned off this as it doesn't state a specific material like Flame Wingman. If anyone knows a better way to word this that would help.
Darj
I would go for something like:Target 1 "HERO" Fusion Monster you control; return it to the Extra Deck, then Special Summon 1 Level 8 or lower "Elemental HERO" Fusion Monster from your Extra Deck with a different Attribute from that monster and that does not list any monster Material. (This Special Summon is treated as a Fusion Summon.) Now, I see that this basically is a "Book of the Law" for HEROes. it's fun for trading your HERO for stuff like Absolute Zero, or vice-versa to trigger Zero's nuke, but I feel you could improve it in exchange for a hard OPT. For instance, you can make it a Quick-Play like Book of Law is for the extra damage during the Battle Phase and empathize HEROes' OTKing power. Also, I don't get why it doesn't apply to HEROes with listed materials, since they would very much welcome the support.

Thanks for the wording plus why I didn't state listed materials is because this could still easily summon you things like Shining Flare Wingman, Shining Phoenix Enforcer and any of theLevel 8 or lower Neos Fusions which is why I stated for it to not have any monster materials. Also Element Change is already Quick Play Spell.

I did think of those, but IMO they aren't as threatening anymore, and you could get away with summoning them with this card. Heck, I would be more worried about Zero, ironically. Draconus297
This is actually really neat, and a way of balancing it would be to give it a HOPT (You can only activate 1 "Element Change" per turn), so that someone doesn't just Shadow Mist -> Anki -> search this -> poke for 1500-3000 -> Magma Neos -> poke for 3000+ -> Bounce literally everything during the End Phase

Still I will add the HOPT for balancing it.
Darj
Not to mention that the Neos monsters must first be Special Summoned through their contact Fusion conditions, and thus you cannot use effects like this card's to Summon them.
