This card is also treated as "Elemental HERO Neos" while on the field or in your GY. During your Main Phase: you can Special Summon 1 Level 4 or lower "HERO" or "Neo-Spacian" Monster from your hand or GY to your side of the field in a zone this card points to. If this card is used as a Fusion Material for a "HERO" Fusion Monster that list "Elemental HERO Neos" as a Fusion Material, draw 1 card. You can only activate each effect of "Xtra HERO Spacian Neos" once per turn.

So Spacian Neos in regards to Neo-Spacian Support (which was confirmed to be in Cybernetic Horizon) helps HERO/Neo-Spacians with getting their monsters on the field where with Neo-Spacians this card helps then enable contact Fusion where this card is treated as Neos. Plus if this was used for a Neos Fusion it then grants the user a card as a result.

 

In Neo-Spacian Decks this will help Neo-Spacians get their contact Fusions much faster where using cards like Instant Fusion to get Mariner or Steam Healer will help you hit that 2 "HERO"/"Neo-Spacian" requirement. Plus you can then use Contact out to return the Neos Fusion to get a Neo Spacian and E-HERO Neos out on the field from your deck where with the Neo Spacian and another Neo-Spacian/HERO Monster and generate another Spacian Neos while keeping Elemental HERO Neos on the field.

Sounds good, this cards basicly addresses all the issues Neos Contact Fusions have apart from leaving during the end phase, being regeneration in the form of a draw, getting a neos out without wasting too many resources and getting out a neo-spacian to fuse with, with this card neo-spacians would actually sound like an interesting idea for a deck with some of their decent spell support.

As far as I can tell the card is perfectly balanced.
