Stupid question, but can you use negate attack to counter magic cylinder?

Let's say you declare an attack and your opponent activates magic cylinder in response. Are you able to activate negate attack in order to save yourself from the damage?

No. Magic Cylinder already negated the attack in question and is pretty much just inflicting that monster's ATK as burn damage. But something like Waboku can keep you from taking any damage.

No. Even if you could negate an attack, Negate Attack only applies to your opponent. So you can never use it on any of your attacking monsters.
