Tinkerer
Yes you can, as long as you do not have to target the card beforehand. "The Creator" basically has your effect, but since it targets a monster before sending, you cannot bring back the sent card. (it also does not count as discarding, but this was just meant as an example) "Monster Reincarnation" targets after you discard. You can discard a monster and bring the same monster back to your hand.

Loleo
Tinkerer is right but there is one more issue, you have to have an appropriate target to activate monster reincarnation so if you have no monsters in your GY and you try to discard Dark Magician and add it back you performed an illegal activation, but say Kuriboh was in your GY then you activated monster reincarnation discarding Dark Magician you can add back dark magician. 1. You can Discard one card; target an monster in the GY, Special Summon the targeted monster. Must have a valid target before activating but can revive the monster you discard. 2. You can Target a monster in the GY and Discard one card; Special Summon the targeted monster. Cannot revive monster you discard. 3. If this card is Normal Summoned: discard one card, then Special summon the top monster in your GY. (might need a little fixing) Is mandatory even if you don't have a target to special summon before discarding and can revive the monster you discard. This is also correct except mandatory effects happen once the conditions are met. So unless something prevents the effect from resolving, it will resolve. Which means it will auto-summon the discarded monster if possible.
