Only decent if your opponent is swarming somewhat or something, and you bounce their hard to summon monsters. It could have said level 4 and still not have been broken. I then realized that they have only one monster that can't always be Normal Summoned - that Level 5 EARTH Guardian, Grarl. So yeah, that flopped.
