Requirement:
Create a monster that returns a card(s)you control to the hand.

Card A:

Nightmare Fuel
Level 3
DARK/Fiend/Tuner/Effect
ATK 1300/DEF 0
You can Special Summon this card (from your Graveyard) by returning 1 monster you control to your hand. You can only Special Summon 1 "Nightmare Fuel" this way per turn. If this card is sent to the Graveyard for the Synchro Summon of a DARK monster: You can add 1 other monster used for the Synchro Summon of that monster to your hand from your Graveyard. You can only use this effect of "Nightmare Fuel" once per turn.

Card B:

Misuto, the Spirit of the Divine Wind
Level 1
WIND/Fairy/Tuner/Effect
ATK 0/DEF 0
Cannot be Normal Summoned/Set. Cannot be used as an Xyz Material for an Xyz Summon. Must first be Special Summoned (from your graveyard) by returning 1 face-up Level 4 or lower monster on your side of the field to your hand, and if you do, this card's Level then becomes the returned monster's Level. (You can only Special Summon "Misuto, the Spirit of the Divine Wind" once per turn this way.) If this card is Summoned that way: You can pay 1000 Life Points, activate one of the following effects, depending on its current Level.
1. Level 1: Special Summon 1 Level 1 monster from your hand or your Graveyard, but its effects are negated.
2. Level 2: Add 1 Level 3 monster from your Deck to your hand. During the End Phase of this turn, pay 1000 Life Points if you did not Summon the added monster, or a card with the same name, after activating this card.
3. Level 3: Special Summon 1 Level 2 monster from your Deck.
4. Level 4: Send 1 Level 1 Tuner monster from your Deck to the Graveyard, except "Misuto, the Spirit of the Divine Wind".
Once per turn, you can pay 1000 Life Points; during this turn only: Treat this card as a non-Tuner monster. If this card is sent to the Graveyard for a Synchro Summon: Draw 1 card.

Card A lets you return Synchro Materials to the hand if used for DARK monsters, and also a PSZ of sorts (though you basically get a +0 out of it in terms of field advantage). Besides that, it can still be used for other Synchros, but returning stuff only works if you make DARK stuff. Though, I suppose you can use this to recur certain DARK monsters that need to be NS'd to pull off their effects (or whatever triggers on summoning). Or in the case of certain DARK monsters that need a specific # of monsters in the Graveyard, it helps with keeping the Graveyard to those conditions (*cough* Dark Armed * cough*).

Card B is a Semi-Nomi monster that requires you to bounce smaller monsters to summon it from the Graveyard and gains their Level + other effects to help with Synchro Summons. Level 1 effect lets you make Formula or some other Level 2 Synchro (otherwise, it's basically Kinka-byo); L2 searches stuff but is coupled with a sizable burn effect if you fail to use said card that turn; L3 sets up for a Level 5 Synchro and L4 mills a L1 Tuner that isn't itself (but aside from a few Decks that want their stuff in the Graveyard, I don't see much of a use for this). Though, you at least have the luxury of treating it as a non-Tuner + netting a draw when you Synchro, so that's nice. In all honesty, the L2 effect could probably be used to search something and go into whatever 5 you want. That in mind, it is pretty much reliant on whatever monster you bounce to SS this and still costs some LP to pull off. Being a semi-Nomi from the Graveyard doesn't help, even if Foolish Burial is a thing. (FB is at 1)

So yeah, voting for A.

Card A works really well on some DARK archetypes like Dark World or Infernity. Infernity can definitely makes use of its salvaging ability since its a synchro-focused archetype. Dark World can abuse its power since they usually swarm the field quite easily. Capable of graveyard control for easy Dark Armed Dragon. Naming is pretty spot-on but grammar might need some little work.

Card B has a diverse use that it relies on the returned monster to be of use. It wants to be saved in the hand for a while so that a combo could work out eventually. LV 1 effect allows for fast Formula Synch. LV 2 provides you a Level 5 Synchro provided you were able to summon the said added monster. Since its a WIND attribute, I can say that this works for Speedroids. LV 3 does the same job as LV 2 effect but more straightforward. LV 4 sends 1 LV 1 Tuner to Grave. preferably glow-up bulb or spore. It has the sweet effect of turning itself into a non-Tuner thus allowing you to go for a Level 5 Synchro using LV4's effect, provided you sent glow-up bulb. Now the big issue is that its a Semi-nomi that requires to be in the grave to summon. AKA its a dead draw. Requires discarding effects or Foolish Burial to send it to the grave.

I vote for Card A since its more efficient and reliable card.

Card A: A Level 3 DARK Tuner, which already makes it quite feasible. Tour Guide can pull this guy out for a quick Xyz, but it's real talent lies in its similar effect to Edge Imp Sabres. Also, the possibility lies in the face that it can come back from the grave by bouncing ANY monster you control. Seriously, Armageddon Knight to send this guy to grave, then return Armageddon with this card's effect. Pretty much a free Summon from the deck.

As mentioned above, this works extremely well with an Infernity Deck and Dark Armed Dragon. However, the fact that this card has the potential to be splashed into any deck gives it plenty of attraction.

Card B: Well, the effect is certainly long. The fact that it can only be Summoned when in the Graveyard is somewhat of a turn-off. The effects themselves aren't bad, and I can see various combos to pull off if this card is ran in a Quasar or Omega Deck. It can change it's type for 1000 LP, okay, but the 1000 LP also has to be paid in order for it to use its other effects. This is draining 1/4th of your LP each time if you want to apply both effects... Not only that, the monster can only be Level 4 or lower.

Giving a +1 after being used as material is good, though. The first effect suggests to me that going for Formula Synchron would be the most viable option. Second suggests a free add. Third is going for something like Tatsunako. Last effect is suggesting Jet Synchron.

In terms of usability, Card A has my vote.
