You can only activate this card when there are at least 1 monster each of WIND, WATER, FIRE and EARTH Attributes face-up on the field. Select and apply 1 of these effects:

What decks can make use of this? maybe Monarch?

Fuh-Rin-Ka-Zan is based on the motto that Takeda Shingen, a Japanese Shogun held. (The guy sitting there is supposed to be him.)

Fuh is Wind. Rin is Wood. Ka is Flame. Zan is Mountain.

Toki Koto Kaze No Gotoku, Shizuka Naru Koto Hayashi No Gotoku, Okasikasumerukoto Hino Gotoku, Ugokazarukoto Yamano Gotoshi.

It means "Move as swift as the wind, stay as silent as a forest, attack as fierce as fire, unmovable defense like a mountain".

 

Back to the point. It's rarely used nowdays. But one of my friends used it in his 6th strongest deck.

Would it actually work with Electrum or Doriado? It says of of each of the attributes so wouldn't you atleast need that many monsters?

 

There is indeed at least one monster for each attribute being represented on the field. They all just happen to be the same monster.

 

Try writing it out without the "each": You can only activate this card when there are at least 1 monster of WIND, 1 monster of WATER, 1 monster of FIRE and 1 monster of EARTH Attributes face-up on the field.
