I can only think of about two that benefit from running Foolish @ 7.

 

Not really justification for Rocks needing 7 in general...

 

Food for Gigantes, Gaia Plate, and Megarock. And you can Release from the Stone them or BftDD them back into the grave or RftDD for an OTK.

Rocks nowadays run lots of S/T negation/destruction and then they swarm with insane beatsticks that the opponent can't keep up with.

Duah. and giving Rock-Types a draw engine that also benefits them would also speed that up ;)

Set the traps, use these 3, draw into 3 more cards, one of which being a Foolish.

 

Use Foolish, and play your monster and other card (another trap I guess).

 

Use the 3 Rock Bombardments as soon as it's your opponent's turn.

 

You now have 24 cards left in your deck if my math is right.

But Rock Bombardment isn't a +0.

But the chances of that hand and draws are very very very low. Either way, it's almost like playing with a 24 card deck.
