I don't think that's a rule. 0 ATK monsters can destroy 0 ATK monsters. Just like 0 ATK monsters can attack a player directly and technically "deal damage".

It is a game mechanic.

0 ATK monsters CANNOT destroy anything by battle. To inflict 0 damage to a monster means that it didn't hurt the monster at all. When two monsters with 0 ATK go against each other, the worst they can do is cuddle and rub against each other. They cannot kill each other no matter how hard they try. Basically: When two monsters with 100 ATK battle, they each do 100 damage to each other and kill each other. When two monsters with 0 ATK battle, they do 0 damage to each other. Being unable to hurt each other leaves both monsters undamaged and alive.

0 ATK monsters can attack directly, but they will NOT deal any damage, not even "technically". The battle damage would be 0 and therefore, the player will be considered to have NOT have taken any damage at all. You would not be able to activate cards like Gorz if you're attacked directly by a monster with 0 ATK for example.

EDIT: Never mind, I just remembered Five-Headed Dragon's effect of "This card does not take Battle Damage...", and now I get it, though I think it's a crappy mechanic. Considering it just says in the rulebook "If there is a tie in monster's ATKs, both monsters are destroyed". It doesn't say "unless they have 0 ATK".

I think you can, though in that case it is just removed from the field. Otherwise tokens would be immune to a lot of stuff.
