I don't see why it can't attack when it's Summoned (excluding Flip Summon), seeing it's effect has nothing to do with the field that can let this card possibly take a free swing at the opponent's Life Points. I just know someone told me that at one point. Kuraz is pretty funny if you combo it with Protector of the Sanctuary though haha. No but seriously they're both bad.
