Still can be used in said situation. And Gravity Bind doesn't affect Exceeds, so you might see play of it in a deck revolving around said monsters. They are trying to do the exact opposite. Smaller tourney prizes in exchange for bigger support for the local shops. More reprints. Format with ~10 competitive decks.
