.Rai
FuFu? Meh, forget it. Any deck running 3 Blue-Eyes would be horribly inconsistent. Basically immune to all staple destruction cards but Mirror Force, Torrential and Dark Hole.
Blake
Technically, the movie isn't Canon. In fact, everything Post-Marik but before the Ancient World is pretty much non-Canon. I mean, Pegasus was alive in the movie/Orichalcos Arc/The whole of GX, where he died in the manga, canonically. OT: It is one of those cards that you like... But it is almost worthless ;-;

The rest of what you said is correct though. On-Topic: Would actually be at least decent/playable if you could just tribute a regular Blue Eyes instead of Ultimate. Requiring Ultimate killed any chances of it ever seeing any play ever.

Toffee.
It had an un-chainable "destroy any card on the field regardless of conditions" effect, by simply tributing itself. ...... Why that was remove, is beyond me.

evilfusion
Red-Eyes Darkness Dragon outclasses this, purely due to being IMMENSELY easier to Summon in exchange for 600 less ATK. Sure, it won't have the targeting negation, but it'd be a lot easier to use.
