When a WATER monster you control is targeted for an attack or card effect, you can remove 1 Bubble Counter from this card to negate the attack or card effect. Once per turn, you can pay 500 Life Points to place 1 Bubble Counter on this card.(max. 5)|

With testing this a couple of times I feel that this card is OP. I just realized not only does he protect himself and all other waters from being destroyed, but also from attacks and any card effect. He provides the perfect defense for Waters. The only reliable way of getting rid of him is putting him face-down first then removing him from the field. There aren't too many cards that run that effect.
