That could be said of most cards in the game AND it could just as likely happen on your own turn too. Your point?

I'd say playing it during your opponent's Main Phase 2 at least stops the threat of Battle at least. During the opponent's End Phase would be ideal, but might as well be on your turn in that case.

You could summon Stratos and search a lv4 HERO, and summon it with this. Or, if you have a lv4 hero, you can use this to summon Stratos from your hand and blow what your opponent just set.
