Note: Number 19 can only use its effect if you activate another Xyz's effect. Which means you have to be able to detach from the Xyz normally. So you can't use, say, Number 61's effect if it has no Materials. And while you could use one of Number 19's Materials in place of Ragia's, Ragia would be left with 1 Material and be unable to use its effect again because it requires you to pay a cost of 2, which you cannot do. I get the feeling it was nerfed almost specifically to prevent that sort of abuse, and also means it won't be as problematic making more powerful Xyz monsters.
