Survivor and Scout Plane on the field, and you don't wanna lose the only light type monster in your grave because you have BLS-Envoy and CS ready to win the game. So you use this... I guess? IDK. Not seeing how RFGing a monster from the field as opposed to in the grave would be considered all that great. By the way, I may be an idiot who can't tell what's a cost and what's an effect but... wouldn't that mean this card couldn't work for Chaos or Vayu or Mezuki or something? Destroyer, or combo-ing with Zero Force, Enemy Controller, Mind Control (all controlling cards of course, being aided by semi-nomis, which means it depends on what Attributes your opponent is running so, bad. Actually it might not even work because of the "cost=/=effect" part, but I haven't even looked at its rulings yet to see if it even applies to begin with). [/quote] Don't think it can, maybe a self-Raigeki because it needs to remove from [b]your side[/b] of the field. Would be cool if it could and it was a Quick Play though.
