God doesn't really prevent all bad things on Earth, but has full reign over stuff in Heaven. Soul King doesn't do squat in the real world. But once you're in Hell, you're subject to eternal punishment. And about Harribel...the Wiki stated she was revived by Orihime along with her Fraccion and they decided to rule Hueco Mundo together. Never thought of how that would come into place... He was one of the most popular characters and he was simply cut down when we last saw him. When was the last time we saw Harribel? When she was cut down. He's coming back. I believe they are hybrids, since Ivan has an arrancar mask using Quincy powers. The "foundation stones" are the basic ingredients for possibly a power-merger or something. Tsukishima had an intimidating and poker-faced look that made him annoying and menacing. And Ginjo was just crazy. But the new villain, is plain ruthless, having to be stronger than Aizen.
