This + Mask of Darkness + Drastic Drop Off.

That's not even a problem. If you can assemble a three-card combo, each of whose elements is either useless or at least not terribly impressive on its own, while simultaneously wiping out all cards to which your opponent has access, then you have quite rightfully earned a victory. (Assuming, of course, that the means by which you wiped out all cards to which your opponent has access was not itself broken, but in that case the problem still does not lie in this combo.)

Personally, I would like to see this card@1.
As stated, its a Book of Moon that you are required to use the instant it hits the field, and also requires you to use your Normal Summon.
So in a way, its like a double-edged sword.

Plus, if this went to 1, I doubt every deck of the format would run this.

I love how people seem to think that, given the choice between a reuseable Sorcery version of Book of Moon that uses up your Normal Summon and a card whose effect is "Everyone discards everything and draws five cards", the former is somehow obviously the broken one. And never mind that all the combo does is allow an additional use of the latter, and even then only if the incredibly vulnerable latter can be made to survive destruction.

Why is this Forbidden?

Because bad players didn't understand the fundamental problem with Goat Control format (hence calling it Goat Control instead of something more sensible), and then Konami just decided to ban a bunch of popular cards at random.

*facepalm*

In all honesty, this is probably one of the most likely cards to come back if Konami decides to take a card off the banlist. If it were to come back, It'd probably only be at one, though it would be nice at 2.
