This is a low priority behind System Down, Cyber Dragon and Acidic Downpour against Machine Decks. Stealing cards is almost always better than plain eliminating (Except in very odd, rare cases), and the Lowered attack may not help quite as much, but it still might be good if they attack with something you don't want to steal.
