It looks fine with "A Legendary Ocean", being a 1-Tribute 2200 ATK beatstick, or a direct attacker with 1100 ATK. Though it could probably get away with losing a couple Levels and become Level 5 rather than 7. and even having a tiny bit more ATK. Casual decks from back in the day would find that really overpowered, but nowadays it'd most likely be just fine.

It's terribly weak for a 1-Tribute Monster, and this is a 2-Tribute Monster (Yes, there's ALO, but it's still Level 7 most of the time). Its ability to avoid being destroyed by battle shows up in cards that are much more easy to play, such as Marshmallon, Spirit Reaper, and Arcana Force 0. Then we have the direct-attack effect, which is also just pretty meh. You can get the same amount of damage from cards such as Tremendous Fire and Meteor of Destruction, both of which can just be played (not all the time with the latter, but you get what I mean) right away.

 

As it requires 2 (or sometimes 1, blah blah blah) Tributes to get out, you could be perfectly fine with raising its ATK closer to the mid-2000s, and you could consider giving it a different effect that helps it stay alive when it is subject to your opponent's card effects. Not too much though, just a bit. If it were me, I would be ok with a 2-Tribute monster that can swing directly for 2500-so damage. The Decks that run around today often can swing directly for damage in the mid-to-high 2000s with the immense amount of effect destruction that exists these days.

try this effect:This card cannot be destroyed by battle (Damage calculation is applied normally.).Once per turn:you can halve this monster's ATK untill the end phase and it can attack your opponnet directly.

anyway try 6 stars instead of 7 and increase it to 2200 ATK.

Cannot be destroyed by battle is overpowered.

Weak for a Level 7. I know SS`ing exists, but you might need to lower it`s ATK to something around 2200, and reduce it`s Level by 1. The second effect is unusable, because you can`t halve an attack, you can only halve ATK and DEF points, which is what you might have meant (this is why you must always refer to attack points and defense points as ATK and DEF points). So you might want to try using this effect text instead of the one you currently have:

 

"This card cannot be destroyed by battle (Damage calculation is applied normally). Once per turn, you can halve this card`s ATK until the End Phase. If you do, it can attack your opponent directly this turn."

 

Other than that, 5/10.

Though admittedly, I didn't put much attention to the card grammar. *goes read*

Edited your fix a little for problem-solving text. Which is the current official one.
