Well, if Coat of Arms is secret, that means that's FIVE Secrets I need to get. (3 Judgment, Dragossack, Number 69).

They've been decreasing the number of secrets that were exclusives for a while now, but only by like increments of one, if any. The least number of non-exclusive secret rare cards we should be seeing at this point is 3.

Dragossack and Big Eye are cards, lol. Maybe Blaster Beatdown would be a decent deck, but you need the extra.

Admittedly, if they made the Dragon Rulers ultra rare, you'd have to be Bill Gates to play the game competitively. Making them rare and the babies common means that people can either splash them into their decks or just run the deck. And then if you open Judgment of Prophecy you could probably trade it to a Prophecy player for a Number 11 or Draco-SAC.

While I don't like the idea of these things running around everywhere and I plan on quitting the game except maybe for Battle Pack related stuff, I do recognize that Konami was very shrewd in choosing the rarities of cards in this set.
