Once per turn: You can detach 1 Xyz Material from this card; until the end of this turn, the effects of all face-up cards your opponent controls are negated, also Set cards on the field cannot be activated. But to get that effect, we have to sacrifice normal Heart-eartH who is hard enough to summon as it is. It's just plain bad if this is the only effect is gains. This effect by itself is awesome, but the rest of its effects would be what made it worth trying for. My guess is they'll eshew damage reflection in favour of a massive ATK gain, just like 96's other Cs this episode. I have no idea how you'll play this if released. Number 92 is already extremely inconsistent, and Ranking it up? Yeah...not likely, unless they release that Chaos Field card. I 100% doubt it. Granted, Chaos Field said you needed to detach a Material from a Number C, but yeah, stealing cards from your opponent's Extra Deck would be broken. NeoArkadia (one of the guys who gives us translations of these cards) still has its complete effects as "unknown", and the Wikia has this above the image of the card: This card's written lore in the anime was never shown fully or directly; the lore listed here is a reconstruction based on how it was used and may not be accurate or complete. Besides C69 could probably get away with the worst effect imaginable, because it's a 4k limited RUM target. Which in and of itself is incredable. Ofc if there were more, chances are, they would've been showcased in the episode. Keep in mind they have put effects and conditions on Numbers that they didn't show in the anime before (such as Sky Pegasus' equip effect and Draggluong's ability to ignore the Summoning Conditions of the Dragons it Special Summons).
