They cannot attack or be Tributed. Because I felt like talking about ideas for what cards that could appear in Dragons of Legend I found this and thought it would be an interesting card. Then thinking about how Konami could balance this card if made during this point of time due to Xyz could be applied as such... Pay 2000 Life Points to activate this card. Select 1 Monster you control: Special Summon 2 Level 4 monsters from your deck with the same Type and Attribute as the selected Monster. The Summoned monsters cannot attack, be tribute or used for a Special Summon except for a Monster that's the same Type and Attribute as the summoned monsters. Even though I'm not entirely sure they'd run this but in Fire Fists it can happily be: NS Bear, play this, get two Wolfberk, you have a 5 monster field. Which is kinda crazy. You can't trust it as a valid place for rulings, given that the person who coded it could be in fact, wrong. Given that Star Drawing has the same effect as Extra Sword, we can take the rulings of Extra Sword and apply them to Star Drawing (if 2 copies of Extra Sword are used, they start a chain, and in the end, the monster summoned using 2 Extra Swords will gain 2000 ATK). OT: When considering the possible combination's it does make me worry now for what this card can be abused for if made in such a way still Konami may just make it so you can't use the summoned monsters for Synchro or Xyz Summon. They're dragons so no. Still not balanced at all. I have a Fire Fist out. I grab Boar and Caribou and make Kirin for +++. Alternately, Bear and Gorilla, remove shit, swing, get 1-2 more formations, make Tiger King for another I have a Bujin Emperor/Bujin on the board, I target it and get Yamato + Mika, Yamato + Ara, Mika + Ara. Don't even need to use them as mats. I have Garoth/Raiden/Jain/Ehren out. Proceed to do as needed. I have a Noble Kight out. Spam as needed. The list goes on and on. But yeah, I agreed with the OP's nerf; keeping the Summoned monsters from being used as Xyz Materials except for an Xyz Monster with the same Type (and Attribute, even) would make this more reasonable, although negating their effects may also be a decent nerf in addition to that.
