You can Tribute Summon this card by Tributing 1 Tribute Summoned monster. When this card is Tribute Summoned: Look at your opponent’s hand and discard 1 card. If it was a monster, also inflict 200 damage to your opponent for each Level that monster has. If this card was Tribute Summoned by Tributing a FIRE monster, add this additional effect.

I get that, but the second half could have been stronger. 

What would you have done to make it so? More damage? Blow something up on the field as a reward? I don't think there is much that could have been done.

1500-2000 Damage is still a bit too much. I only said "blow something up" because it is FIRE.

"Send all cards with the same name from your opponent's deck to the Graveyard, then inflict 500 damage to your opponent for each monster sent this way."

This isn't as great as we would of expected but I could still this popping up here or there.

Its effects is good but its just that you depend on an already tribute summoned and you don't pull off an effect which would help you push for game and Thestalos itself isnt used so its second effect is pretty useless.

The information you get off of this card's effect, as well as having full control over what you get rid of is a very nice improvement over Thestalos' normal "discard at random and hope fortune smiles on you."  Heck, it's literally the same effect as [url=http://yugioh.wikia.com/wiki/Confiscation]a card that may never leave the Forbidden status[/url], but with slight burns and no Life Point cost. Sure, it isn't the predicted Delinquent Duo, but this is still pretty neat, even if a bit underwhelming.

 

The second effect makes this card deal close to an entire fourth of your opponent's initial Life Points to them by discarding a monster, but you would have to go too far out of your way just for it. There aren't any FIRE Frogs, and any FIRE-related swarming strategies have other bosses in mind rather than this.
