I don't think we will see Mega Caius, since if the Mega Monarchs are the fused forms of the Monarch with its respective absorbed dragon ruler, then we don't have a DARK dragon ruler to fuse him with... On the card itself, I might tech it in my Gusto deck, but I don't know. Zaborg already has Emperor, but considering it isn't really referred to in any of the lore, he'll probably get an upgrade. Look at March of the Monarchs, Zaborg and Caius are still on the card in pre-retrained form. By Order of the Emperor could have been referring to Emperor of the Lightning, but looking at the art it's obviously the "Dark Emperor" i.e. Caius. I'm gonna call it now, either they go halfsies and eat LaDD, or Zaborg kills Artorigus and Caius kills Laundsallyn, or vice versa, and steal their swords and armor. I mean, at best it's a 2 card spin, and a bounce, or a stack of something great for yours in place of one spin. Now just make WIND have a viable and reliable way to tribute summon the thing and it'll be set. It has extremely good potential to be extremely powerful Harpies and post-PRIO Gustos can get it out pretty reliably. It'll likely see play in Frognarchs, though Lancer Frogs are better atm. If Summoned this way: You can discard 1 card, then declare 1 Attribute; this card becomes that Attribute, and can be treated as 2 Tributes for the Tribute Summon of a monster with the same Attribute as this card. Of course all Mega Monarchs are merely unimaginative up-to-11 renditions of their originals, but none of them promised the opponent 2 Draw Phases' worth of dead draws. If you played that without the Mega Raiza hitting the field, you would have two extra new cards, rather than the two you got topdeck'd and then the two from the other.
