It can be used on a level 7 or RANK 7 monster. RANK. Having it usable on Xyzs doubles its usability. It can be used on Dracossack, one of the greatest rank 7s ever to give it a whopping 3300 ATK, More than enough to defeat anything with less than 3300 ATK, or pretty much everything in any deck ever. Also, if used on a Red-Eyes B. Dragon, it will have enough ATK to kill Blue Eyes White Dragon.
