During either player's turn, when your opponent would Special Summon exactly 1 monster: You can send this face-up card to the Graveyard; negate the Special Summon, and if you do, destroy it. Only found out about this guy while looking up the Rulings for Terraforming. A 1900 Beatstick, stops Gadgets dead in its tracks along with other add to hand Decks and can even Tribute itself to destroy cards like JD. This screams staple to me.... Well I think 3 is definitely too much to have him at, but I can definitely see 2 being just right. 1 just makes him too much of a liability, as it could be a dead draw if it's late in the game. With 2, you have a greater chance of getting it early game, but it isn't so common that you cripple your opponent every match, not to mention it gives you two summon negations. It's a perfectly balanced card that requires skill to use to the most effective capacity and can punish delinquent cards that reward players with plusses then they don't actually do anything deserving said pluses. (I.e. Prophecy, Bujin, Fire Fist) The only reason it's even on the list is because Konami wants to push new product and the Decks they have been focusing on the past few formats have all been royally fucked against this card. Zauls Posted June 4, 2014 Report Share Posted June 4, 2014 ^Pretty much that. There is no reason as far as the gamestate is concerned for Rai-Oh to be on the list. If it was at 3, few decks would be maining it anyway because it either conflicts with their playstyle or doesn't have synergy, or they simply don't have room. It would just be a good side deck card like any other. It would actually help lesser decks compete with the ridiculous mass searching decks that dominate the meta.
