We can understand that it taps stuff permanently, but under even closer inspection, you'll notice that it's on plural because it's mentioning various opponents. So it only taps for one turn. This is at the very edge of what defines rare, which is really unfortunate, but I wouldn't have this at uncommon in Limited, especially not one as aggressive as I assume Khan will be. Glimpse the Sun God was by far one of the best picks in Born of the Gods. Being instant speed does effectively mean that it's a tap down for 4 turns rather than 3 as Sleep would do.
