Spell/Quick-Play
Return 1 Tuner Synchro Monster and 1 non-Tuner Synchro Monster you control to the Extra Deck; Special Summon 1 Synchro Monster from your Extra Deck whose Level is equal to the combined Level of those 2 returned monsters, ignoring its Summoning condition. You can only activate 1 “Limit Over Drive” per turn.

So it's synchro, but it isn't.

 

EDIT: In actuality, I'm not so sure about this card. Sure, you can reuse your synchro Tuners and synchro monsters, but more likely than not, you're better off having them in the graveyard,where they get the benefit of being revivable by soul charge etc. Sure this is a quick SSD/SDW and makes all the other synchro Tuners become Formula, but I don't think it's worth it when graveyard utility is what it is right now."Ignoring the Summon Conditions" breaks this wide open.

Number of Synchro Tuners available aren't a lot. The only one that comes to mind best is Formula Synchron that can already Synchro at that speed.

 

Then again, being able to access almost anything else, especially the prohibitively restrictive Synchros...

 

and you ignore limitations such as 1tuner+2 non, or red scar's need for 2 tuners. it's literally the  "I play any synchro monster" card.

Holy hell.

 

Okay, so it's a Quick-Play, with no restrictions on being able to battle with the Summoned monster. This leads to easy Battle Phase shenanigans.

 

However, you have to use a Synchro Tuner and a regular Synchro. Hmmm...

 

-Formula Synchron (Level 2)

-TG Wonder Magician (Level 5, needs TG non-Tuner)

-Phonon Pulse Dragon (Level 4)

-Puralis (Level 2, no reason to run while Formula is at 3)

-Life Stream Dragon (Level 8, needs Power Tool Dragon)

 

I know there's that new Level 5 Synchro Tuner, too. Accel Synchron or whatever.

 

Anyway, so you return those Synchros to the Extra Deck (nice) to Summon any Synchro whose Level equals the sum...ignoring the Summoning Conditions. Oh...my god. That's so beautiful, it hurts.

 

Yeah, Quasar can't attack, because it's not a Synchro Summon, so you used 0 non-Tuner Synchros, but you can still do it for a 4000 wall that can negate almost anything and brings out Shooting Star if they do get rid of it.

 

I suspect that the Level 10 Synchros will get seen the most, like the Polar Gods, the Majestics, Trident Dragion, etc, because TGs can drop Level 5s pretty easily. But I think half of the best options specifically say "When this card is Synchro Summoned", such as Trishula and Mist Wurm, so you can't really abuse their effects using this.

According to OCG rulings on the wiki, if it's flipped face-down and then flipped face-up, it can attack once per Battle Phase, rather than being dependent on Synchro Materials or not being allowed to attack. Given that precedent, a Quasar summoned using Limitover Drive should be able to attack.

Once again, rulings make or break the card's utility.

You're probably right.

 

Not exactly a common situation, where Quasar was put into play without being Synchro Summoned.

I'll pass.

I can't find it, but I remember a ruling where if something like Phantom of Chaos banishes Quasar for its effect, it wasn't Synchro Summoned so the "can attack X times" didn't apply at all, giving it 1 attack still.

 

So it'd be the same here.

 

I need to find that source though.
