Do the majority of the elite police force have access to Nen? Also, pleeaaaaaase elaborate more on the rebel groups, since it seems you're implying they can serve a multitude of roles for the teams. Also, pleeaaaaaase elaborate more on the rebel groups, since it seems you're implying they can serve a multitude of roles for the teams.The Roses will be located in highly secure locations throughout, security is extreme considering how they are absolutely deadly and can even kill god-like beings, also basically wipe countries off the map. Mostly they'll be found within the Central Province itself. Basically if you can think of a logical location where they could be located, you can find one there. The Xinxuanzu does have access to them as a last resort.All members of the police force itself can use Nen and Hatsu.Added the following to the Database: Rebel groups are prevalent throughout the Empire, however, due to the sheer power of the Xinxuanzu, any rebel group that reaches any significant size is crushed. Nevertheless, like cockroaches, two rebel groups seem to pop up for everyone destroyed. Most rebel groups are untrained guerilla fighters, who use smuggled weapons. Few are capable of using Nen as they are mostly civilians, however there exist powerful Nen-using revolutionaries among them who pose an actual threat to the forces of the Xinxuanzu.Recently however, there seems to be something linking the once-separate rebel groups together. The boy is just a simple country boy, however, his parents are involved in the local rebel group and he was drawn to the shore by the sighting of airship from far away, since it's a sizable airship.
