If Metamorphisis came back, Konami wouldn't be able to make cards like Exterio.  It limits their ability to make super cool fusions that are just hard to sumon and doesn't even utilize the fusion mechanic.  It can stay banned because it was a smart thing to make in the first place.

Cyber Stein is a less hazardous version, with the way the game shifted, which is @3 in the OCG, filling the only point you deigned to be facetious about.

 

As such, this logic falls flat, as a limited already exists in the branch f the game that is in charge.

Deigned to be facetious isn't a real phrase but that aside I'd still argue that Cyber Stein is a shitty card too because it undermines a game mechanic.

I guess you could stipulate Level, Type and Attribute, so it still works for Neo Bubbleman (and Clay Guardian, which we never got), but is so situational that it won't see any play unless Konami creates cards that can specifically take advantage of it.

 

Alternatively, you can keep the effect as-is, with the exception that the effects of the Fusion Monster are negated.  That way, Exterio, Last Warrior, Norden and so on are just beatsticks or fodder.

 

Another way might be keeping the effect as-is, except your opponent takes no battle damage from the Fusion Monster (cuz Cyber Twin and friends), and it is banished during the End Phase.

Normal Summon Night Express Knight, chain Derricrane and Revolving Switchyard. Tribute the level 10 Ruffian for Exterio, then overlay NEK and Derricrane for 81. During End Phase, get a search and your opponent enters the scoop phase.

Only now we run into the same problem as things like the Exchange of the Spirit nerfs: the pendulum swings too far and it's now too specific to be usable.

 

For starters, you could treat the Special Summon as a Fusion Summon, which prevents Exterio and Cyber Twin from using it. Then, have the Fusion be banished when it leaves the field, and prevent it from being used as Synchro or Xyz Material.

I think the first change stated is enough. It is good with Norden, but I wouldn't call it game-breaking

I mean really. Best thing to do is just have it be same level and type. Doesn't eliminate the Seraph --> Norden interaction, but it does stop a lot of others and doesn't fully make the card useless in the process. (also maintains the card flavor too)

 

Adding the "Fusion Summon" clause could be troublesome however, as a Construct --> Dark Paladin play sounds hilarious yet destructive. I wouldn't be against it however. I mean really, just remove interactions with Exterio and Cyber Twin, and I'd be okay with it @1.
