Piruluk The Frozen Vision

2 Level 4 Water Monsters

You can detach 1 Xyz Material from this card to declare 1 card type (Monster, Spell, or Trap); Your opponent then discards all cards of the declared type from their hand. You can only activate this effect of "Piruluk The Frozen Vision" once per turn. While in face-up Defence Position: This card can attack your opponent directly.

ATK/400 DEF/2800

For a monster with an effect like that, its stats are way too strong. 2800 of what is essentially ATK but also reaping the benefits of Defense Position (unless you still apply ATK for damage calculation, but I can't tell), on top of direct attacks with no penalty, really isn't needed on top of the Peeping Analyze effect.

 

As for bringing it out, it can easily be done with 2 Unicores or by running Gishki Chain. And as it is a generic Rank 4 save for the Attribute requirement, you're essentially asking for future WATER archetypes to never be heavily 4-axis (for as long as this card is good, anyway). And even now there's Tin Goldfish.

With the DEF Superheavy Samurais do note that the DEF is applied as ATK where this doesn't so it only does 800 damage, but based on that I halved it to 400 because of its DEF.
