1 tuner + 1 non-tuner monster

When this card is Synchro Summoned or used as a Synchro material monster, you can target 1 face-up card on the field; negate its effect. You can Synchro Summon using this card and another monster you control during your opponent's Main Phase. If all monsters in your graveyard is WATER monsters, you can banish this Synchro Summoned card from the graveyard; send, from your hand or field to the graveyard, monsters with a total level equal to the level of a level 9 or lower WATER Synchro monster in your Extra Deck, then Synchro Summon it. You cannot summon monsters the turn you activated this effect, except WATER monsters.

Yeah...perhaps this does too much, but not really sure. 

 

yeah, really unsure about this card in general.

As it is right now, I don't see it being used much except in Yusei-esque Decks or whatever runs low Levels + can make Level 2 Synchros.

The 1 or more string isn't necessary since it's Level 2 and you can't drop stuff to Level 0 in the real game.

 

I suppose Quasar could probably appreciate this in place of Formula for stuff, if only for negating stuff that would otherwise be problematic, but that's probably the only reason to run this over Formula, and that isn't convincing enough.

 

There aren't too many WATER Synchros this can make [there's 9 in total + all are viable targets], though you can at least use your hand for resources.

Again though, I don't think there are a lot of Decks that can really play with this card, especially with the restriction.

I think you can afford to raise Cirno's Level (and stats accordingly); that way, she can be used by more Decks.

 

Right now, can't really see any that are viable. Closest is probably Aqua Actresses (Tetra + whatever Level 1 Tuner they decide to run in there), but I don't think that would be an ideal play in there.

well, aside from the fact that it can vayu trish which is kinda silly in like, idk, mermails maybe? i'd rather stay away from things that have potentially nutty effects but no deck to call home as of the moment, just simply because it'd be good to futureproof your designs. actually, you know what, if that WATER dragon ruler comes back, you can totes use this in merlanteans (neptabyss + a level 1 WATER tuner if it exists) and trish from an empty field. thank funk that guy's banned, i guess.

 

on that note, it's badly outclassed by Formula Synch as a level 2 tuner. i think it can get away with negating any card, but with a hard OPT.

It being so water-specific bothers me slightly. Like it's not really possible to utilize that effect very...er...effectively. The only level 9 water Synchro I could find is trish and we all know where on the list trish is hanging on right now. Its negation effect is nice, but not particularly so. And the water restrictions make it a pretty shitty level 2 Synchro to go with tbh.

 

What I would do with Cirno is make her a level 3 Synchro that somehow gets itself to do something amazing when you can summon 3 copies of herself to the field(3 x 3 = ???). Not sure if that's a legit comment but that's pretty much the only thing I can really think of.

This card's really made to summon trish actually

 

But yeah, on second thoughts it's kinda pointless to try making something better than Formula. Originally was intending for the negation to work weirdly to the point of you accel-synchroing can allow you to pseudo HRDA Abyss your opponent. But it'll need a ridiculously awkward wording.

Hmm, that is actually something legitimate to consider. Though summoning 3 level 3 synchros are pretty awkward in itself. I'll probably have something going on extra copies of the card, perhaps?

A total rework would perhaps be warranted here since it just don't really work at all.
