Just the first card in a set I'm attempting to make

It is pretty cool!

However, I do have 1 main gripe with it. It seems extremely potent for a generic Rank 4. Maybe if it was limited somewhat to being "archetype specific", it would justify its power. As it stands now, it is better/quicker monster removal than Castel, the Skyblaster Musketeer.

Other than that, from my limited knowledge of CFV, it seems to be quite flavorful, especially since it has "main character's ace" stats.

I like how his banish cost is the same as his Counter Blast and yes it is inded cool!

It's quicker than Castel, yes but it's not better, returning a monster to the deck is stronger than banishing tbh since there are so many things that bring cards there straight back to the battlefield,I think it's fine as is honestly, nice one :)

In general, you're right, but that applies more to Main Deck monsters.  Also, Zanda kinda said it, Castel targets, this doesn't.  If I may quote Mr. Frost, "That has made all the difference".

If the D.D.H.'s work up into this, then I don't see there being too much of a problem of making it specific to only them as a sort of boss/mini-boss, or make it specific to D.D.s themselves because they need some love.  Good luck!

One thing that Castel does, but this doesn't, is hitting Spell and Trap Cards (including stuff in the P-Zones).

But otherwise, it is a strictly better (and stronger) version of Castel, because it'll hit something most of the time AND takes it out of the game completely. That, and the obvious stat bonus over Castel itself. Even though you can only trigger the effect when it's summoned; most people use Castel's bounce effect on its summon turn anyway.

So yeah, change it to targeting because as-is, it outclasses the aforementioned option by quite a bit (and I need to mention that it's a staple).

Though, I will go on the assumption that you didn't know about that card's existence while making it.
