Given the wording, that appears to be the case. 

 

If this is true, then there really is little point running this over other generic Level 8 Synchros like Scarlight, Stardust and the like. I mean it'll probably burn enough against LS or other Decks that like milling themselves, but LS haven't been relevant for the past year or so.

All this card really needs is some PSCT cleanup!

 

 

1 Tuner + 1 or more non-Tuner monsters

This card must first be Synchro Summoned from the Extra Deck. When a card(s) is sent from the Deck to the Graveyard; inflict 200 damage to your opponent for each card sent.

 

And added a little nerf to the damage (cut it in half!) to make it a touch more balanced, and makes it so the damage is only 500 per card milled with Dark Room of Nightmare OR Coffin Seller - though the latter of that would be if you're focusing on milling your opponent, and even then, you would be restricted to just milled monsters for that specific card I believe (unless milling wouldn't trigger Coffin Seller - I'm a touch fuzzy for the ruling on that).  Overall not a bad Synchro if you're focused on milling cards.  2900 ATK & 2300 DEF isn't bad for a level 8 that only puts direct damage down on a trigger and has a tiny Summoning restriction that prevents Tuning circumvention (unless you've got a Spell/Trap that lets you Synchro Summon without'em), so... Yeah, thumbs up!  Pretty good card.  :D

The first part of the original effect was fine in terms of OCG (it's already implied you need to SS it properly from the Extra Deck). Last time I checked, Synchros don't have an Instant Fusion; least for monsters of that Level. As for the mill effect, it's a regular colon after the activation (although I don't have problems understanding the effect otherwise).

As it stands, at least it burns more for multiple cards that get milled (so if you wanted Trooper/Blocker to plus off of this, then it burns a bit more). Yes, Dark Room of Nightmare/Coffin Seller exist to increase it, but the latter isn't seen often (b/c it is indeed minimal) and Dark Room is mostly for Chain Burn. If you wanted to use this in LS, it would go well with them (Raiden + some Level 4 LIGHT works). If mass mill Decks ever become a thing again, this card could be an interesting tech against them. I suppose you could bump it to 300 per card, but that's as far as it should go. 

 

Otherwise, its stats are fine for a generic Level 8; considering what it does.

I think you guys have missed something very important. Reasoning and Monster Gate. A specialized deck could be created which runs only a few monsters as synchro material and multiple deck thinners to get to Reasoning as fast as possible, and put huge damage on the board. The minimum mill for an OTK, assuming this card also gets to attack directly, is 26.

That's a ridiculous strategy that shouldn't exist.

Card Trooper is being used in certain decks. However this card is not going to make people use it more. Neither will this card make Lightsworns better.

I don't really know what's the right fix to balance this card, since changing it back to each separate mill will make it way too weak. I also don't think it should be level 8, because this isn't the type of effect to be on a level 8. Maybe Level 6 or 7. Lightsworns can make 7 easily, but 6 just makes more sense to me for some reason. Up to you.

Yea I'm going to edit this, because I didn't know much about Lightsworn enough to know how to play this card, but today I just tested out my friend's Lightsworn Deck and... WOW I only had like 6 cards left (When I won, obviously :).)! So yea I'll edit this card a little more.

Who gives a crap about the effect, the 2900 is a big D. Although, if all that matters are the stats, it's really not that great, because you could always just use Red Dragon Archfiend for higher ATK, or just use Ignister or something for a great effect. The only thing this card would be remotely useful against would be Infernoids or Lightsworns, which are both really really bad. Even so, the effect isn't that great. Take something like Red-Eyes Flare Metal Dragon, which burns your opponent whenever they use a card effect. That works against every single deck, while this works against only 2 not good decks.

Besides, there are so many other options for level 8 monsters; stardust, ignister (mentioned above), scrap dragon, crimson blader, scrap archfiend, Baxia, even dark end dragon or void ogre dragon could be more helpful.

 

Anyway, this card doesn't really help much at all, considering anything that wants to make it really wouldn't gain anything from making it.
