Activate this card while their are no cards in your Pendulum Zones. Target 2 Non-Pendulum cards with different Levels from either your hand or graveyard: place the targeted in your Pendulum Zones where their Level is treated as their Pendulum Scale.

Oh hey, we can now have restriction/gimmick-less Scale 11 monsters.... By playing dead-as-funk cards like Gate Guardian!

Until we actually get the Pendulum Statues like Purple Sword and Black Sun (which I doubt will ever happen). Or really, use dead Ultimaya / Bishilbaalkin as Scale 0 stuff (oh wait, does that Level condition still kick in and make them 12's ?) But yeah, Gate Guardian and some other excruciatingly difficult cards get another use somewhere.

 

While I can't necessarily see anything in the metagame that can really abuse them (well, maybe Cardians but I seem to recall they have Semi-Nomi conditions for their summoning most of the time; would help them get some speed), the possibility does exist. And yeah, this also gives non-Pendulum Decks access to the support cards too.

 

To be really fair, I can't really see what non-Pendulum Decks that can actually summon Level 9+ monsters that are worth using, but I'd just restrict it to the Graveyard for making new Scales. Flavor-wise, makes more sense.
