Select up to 2 Machine-Type or Warrior-Type monsters in your Graveyard. Special Summon them in Attack Position and halve their original ATK. Monsters Summoned by this effect cannot attack or be Tributed for a Tribute Summon this turn.

 

Part of me still feels like I want this made if they balanced it by adding....

* Level 4 or lower.

* During the turn this card was activated: the summoned monsters cannot be used as a Synchro or Xyz Materials for a Synchro or Xyz Monster.

* OPT Clause.

I never really got why it lets you revive Warriors.

If there's any flavor to this, it's because Junk Synchron and Junk Warrior (I may be forgetting a few) are Warrior-Types, while the other "Junk" monsters are Machine-Types.

As for the card itself... As is, it's too good, but I can totally see them balancing it by using what the OP suggested.
