During the turn you activated this card, the second targeted monster cannot attack this turn. During the End-Phase of the turn you activated this card, banish this card face-down, then, draw 1 card. It has a draw effect as a later reward, but I'd say it's balanced, as you don't have the drawn card readily available (except maybe hand traps). The only reason you'd use the ATK buff is to allow your monsters to punch through something they can't surmount on their own, but since the boost scales with the innate strength it better rewards monsters with greater base ATK but need this card less often.
