Level 4 DARK Spellcaster-Type Pendulum Tuner Effect Monster
ATK 0
DEF 0
Pendulum Scale 8
Pendulum Effect:
(1) All monsters you control gain 100 ATK and DEF for each face-up “Magician” Penduluum Monster in your Extra Deck. Monster Effect:
Cannot be Special Summoned from the Extra Deck. If you use this card as a Material for a Fusion, Synchro, or Xyz Summon, all other Materials must be “Magician” Pendulum Monsters. You can only use the monster effect of “Tune Magician” once per turn.
(1) When this card is Pendulum Summoned from the hand: You can Special Summon 1 “Magician” Pendulum Monster from your Deck in Defense Position, except “Tune Magician”, but that monster has its effects negated, also banish it when it leaves the field

1 Card Ignister?

Clever.

It encourages play that isn't as conservative (Oaf add back Wisdom) in exchange for power plays. And it's Scale is good.

Sure, she can help you cheat scales, but it's still curious to see it encourage more aggression than locks and wisdom. Likely a 1-of.

So basicly something for the new pendulum magician structure deck (and somewhat a hint for a magician that can fuse, considering in that case this card can be used as a 1-card summon for all 3 extra deck dimension dragons and him being restricted for all 3 extra deck summon mechanics).

As for the card itself it is definitely solid and adds much needed power to the pendulum magician archtype, considering they had little to no plays on their own, without being a mere pendulum tech. ... which honestly was enough (until they were torn by the somewhat random pendulum call hit and the obvious wisdom-eye (semi-) limitation), however this card as a 1-card UTL or Ignister is definitely solid and its summon restriction is actually a justified limitation (considering its summon effect and the fact it is supposed to be a setup pendulum, rather than an advantage utilizing pendulum(somewhat)).

The banishing aspect is also justified, considering it is still usable by peasant dragon magician (which honestly hardly has a job to do if one already has a/the wisdom-eye in the hand/not drawn it yet), so it is not even dead.

Last but not least this monster has a decent pendulum scale and does not conflict with peasant dragon magician (actually this scale allows multiple copies in one deck, considering it being the high scale (instead of dragonpit) is hardly terrible and it even adds some kind of ATK boost (though almost non-existent), so it can fill both roles of being an useful high scale, as well as an amazing tuner (which can "1-card" synchro/xyz (and perhaps fusion))).

All in all this is actually really well designed support and solid in every aspect (rather than being only usable as a scale or monster it can even fullfill both roles).

To be honest I am surprised that this card is as well designed as it is (I am looking at you Acrobatic Magician).

(Also it actually allows Pendulum Magicians to utilize Enlightenment Paladin, which makes sense from an anime perspective, considering it is an evolved form of the tuner used for that synchro).

Did Yuya somehow turn Tuning Magician into a Pendulum?

Honestly, I'm not that impressed by it. Sure, it's a Level 4, Scale 8 Pendulum Tuner, but it can't be SSed from the Extra Deck, has a mediocre Pendulum effect even with the way Magicians work, restricts how it can be used as a Material, and has to be Pendulum Summoned from the hand to get the SS effect, although I can concede that it enables virtually any play you want when you do this.
