Well, this is a rather odd card. But that's more or less what I've come to expect.

 

Right off the bat, it's an Emergency Teleport target, so plays with this card should be rather easy (at least they would have been if it didn't get Limited). It also helps promote Xyz plays by changing the Level of the monsters, making for Rank 1-4 plays. However, don't most monsters that have a "An Xyz Monster that was Summoned using this card as an Xyz Material gains this effect" have that as their only effect? It seems kind of excessive when added on to a monster with mass Level manipulation.

Zodiac Beasts would like a word with you about that; Main Deck members do have a trigger effect upon summoning alongside the "effect gain" effect. Also Star Drawing to modulate Level 4/5 plays. 

 

But yeah, this would be nice for Rank 3 decks for making other monsters of choice, OR in a more limited capacity, Synchro into certain monsters (I said limited because all the monsters will be same Level). I don't think anyone uses Burden of the Mighty anymore (least competitively), but suppose you could use this to lessen the stat drop.

Speaking of Zodiac Beasts though, if you can somehow fit this in the Deck and make itself 4, this essentially means you can attach whatever member you want when they get summoned. I don't really see it in there though, but it's worth noting.

Overdrive Teleporter becomes a 3-mat Rank 1, 2, 3 or 4 Xyz? Not bad.

 

It could also have some pretty cool Synchro Summoning applications when used with O-Teleporter, in a similar way to Risebell the Star Adjuster, but with different applications. For example, it allows for an easy Trishula, Dragon of the Ice Barrier.
