You could, and it'd be especially cheesy to do so, but you'd be running an essentially unsearchable card in a deck that's already capable of bricking due to being prone to clogging. And with the set-up you described, you'd probably have that Buster Blader fusion out as well, so this would be winmoar when you have it and useless when you don't, unless you're playing against Blue-Eyes or baited a Stardust.

 

It's a cute idea though.

The card used to be a legit one for consideration at some point because back in the day pretty much every archetype/deck in the game had a Dragon-Type boss somewhere.

The idea was probably much better on paper than actual practice, plus being a scarce and obscure Secret Rare for the longest time was an issue, even when the game allowed for a few extra turns of normal draws to get into this with a viable target somewhere.

 

This was a use narrowed down by nomi/semi-nomi conditions though....

 

If we ever get a Dragon-Type Zombie World-like effect, she'd be lulzy, but TBH it wouldn't be much better than what you can already do with Ill Blud.

We do Sleepy, it's a synchro called Buster Dragon; which is why OP is suggesting Victoria in a Buster Blader deck.

 

EDIT: Oh wait, Buster D is only for the field. Huh, I could've sworn it was also the graveyard too.

 

I somehow forgot that monster existed even though I made the deck once when it first came out and the OP outright mentioned it xD

Yeah I thought it also would have worked on the Graveyard, but guess not. At least it'll be a very fun Five Headed Dragon when TCG decides to unban Super Polymerization.
